Board of Directors

Philip Cisneros, President

Mr. Cisneros is serving his fourth term on the Board of Directors since he was first elected in 1993.  Mr. Cisneros served as a Colonel of the United States Marine Corps, retiring with 43 years of service in 1993.  His decorations include the Silver Star, Legion of Merit, Bronze Star, two Purple Hearts, two Meritorious Service Medals, Navy Commendation, Navy Marine Corps Achievement Medal, three Combat Action Ribbons and the Cross of Gallantry.  He also holds a degree in Human Resources Management from Pepperdine University.

Kerron "Sam" Moore, Jr., Vice President

Mr. Moore is serving his third term on the Board of Directors since he was first elected in 1999.  He is currently employed at the MCAGCC Fire Department as a Fire Captain.

Alan Anthony, Director

Mr. Anthony is serving his fourth term on the Board of Directors since he was first elected in 1993.  He is also serving his thirteenth term as President of the District's Finance Corporation since 1995.  Mr. Anthony is currently employed at the MCAGCC wastewater treatment plant as a utilities system operator.

Chris Gallagher, Director

Mr. Gallagher is serving his first term on the Board of Directors and was elected in 2007.  He is presently employed with Field Support Services as an Irrigation Technician for military housing.  Mr. Gallagher was previously employed as a Residential Energy Technician in Las Vegas, NV for the Southern Nevada Water Authority implementing conservation programs.  He has a vast background in landscape/irrigation design and installation in the southwest region.

Milford "Jim" Yockey, Director

Mr. Yockey is serving his second full term on the Board of Directors since being elected in November 2001; he also served a partial term in 2001 as an appointee; as Director from January 2001.  He has previously served on the Board of Directors for the Twentynine Palms Chamber of Commerce including two years as that Board's Treasurer. Jim is a retired telephone worker who worked in management and craft.  He also served as President, Member of the Bargaining Committee, and Chair of the Defense Fund Committee for Local 2574 Communication Workers of America.  He has previously served as President of the Roadrunner Dunes Golf Club.  He has served as President of the Twentynine Palms Water District Board of Directors.  Jim has been a licensed realtor since March of 1996 and is currently with Triad, Realtors.
