Board of Directors

Philip Cisneros, President

Mr. Cisneros is serving his fifth term on the Board of Directors since he was first elected in 1993.  Mr. Cisneros served as a Colonel of the United States Marine Corps, retiring with 43 years of service in 1993.  His decorations include the Silver Star, Legion of Merit, Bronze Star, two Purple Hearts, two Meritorious Service Medals, Navy Commendation, Navy Marine Corps Achievement Medal, three Combat Action Ribbons and the Cross of Gallantry.  He also holds a degree in Human Resources Management from Pepperdine University.

Kerron "Sam" Moore, Jr., Vice President

Mr. Moore is serving his third term on the Board of Directors since he was first elected in 1999.  He is currently employed at the MCAGCC Fire Department as a Fire Captain.

Chancey Chambers, Director

Mr. Chambers is serving his first term on the Board of Directors and was elected in August 2009.  He has lived in Twentynine Palms and its surrounding areas for almost his entire life, moving to the area with his parents when he was only 1 year old.  Mr. Chambers is a C-57 water well contractor who has a strong working knowledge of the aquifers the district draws from.  When he is not drilling wells, his job includes servicing the Twentynine Palms Park and Recreation's computerized well pump systems and a large portion of the Morongo Basin's domestic wells.

Nicholas "Bo" Bourikas, Director

Mr. Bourikas is serving his first term on the Board of Directors since he was appointed in July 2010.  Mr. Bourikas served as a Sergeant Major of Marines, retiring with 26 years of service in 2007.  He has served three tours of duty in Twentynine Palms and became a resident in 2009.  He is currently employed as a Training Specialist aboard the Marine Air Ground Task Force Training Command.  He holds a degree in Organizational Management from Ashford University.

Roger Shinaver, Director

Mr. Shinaver is serving his first term on the Board of Directors and was elected in August 2009.  He is presently retired, having worked at Twentynine Palms Water District from 1988 until 2008.  His experience was in the operations and maintenance of the water distribution system.  Mr. Shinaver came to the area in 1978, being stationed at the MCAGCC Twentynine Palms.  He stayed in the area after his tour, and worked locally until joining the Water District.  He has been a member of California-Nevada Section of the AWWA (American Water Works Association) since 1998 and is certified in the State of California in Water Distribution as a Grade D3.
